Chapter¡¦s Activities (1982-2001)

 

In 1982, the Hong Kong Section Computer Chapter was founded and the Founding Chairman was Anthony H W Pau. Since then our Chapter has grown rapidly not only in terms of the size of our membership, but also in terms of the numbers and the qualities of our technical activities. During the past 13 years, the following persons had served as the Chairs of our Chapter after Mr Pau: N V Balasubramanian - 1984 & 85, Wanbil Lee - 1986, 87 & 88, Francis Lau - 1989 & 90, Daniel Yeung - 1991 & 92, Chan H Lee - 1993, Lai-Wan Chan - 1994, Richard M M Chen ¡V 1995 & 96, Horace Ip ¡V 1997, Karl R P H Leung ¡V 1998 & 99, and Joseph K Ng had served as the Chair for 2000 & 2001.

 

The 80¡¦s have been a decade of recruiting and promoting computing technology in Hong Kong. Besides public technical seminars, we organized the 1st International Computer Science Conference, ICSC¡¦88 ¡V the first computer science conference organized in Hong Kong, and by the people of Hong Kong. Since then, ICSC had always been the chapter¡¦s flagship conference and was held in 1992, 1995, 1997, and 1999. Another major event of our Chapter in 1999 was the First International Computer Congress 1999 (ICC¡¦99) ICC¡¦99 consisted of four international conferences, an IEEE CS DVP seminar, an IEEE CS Panel on Computer Science Curricula, an AEARU meeting and an industrial forum all within the same week at the venue. During that week, researchers from industry and academic, industrialists and investors were invited to join the ICC, which served as a mean for them to meet, share their experience and discuss for future co-operation.

 

The Second International Computer Congress (ICC¡¦01) will be held by December 2001. ICC¡¦01 again consists of our flagship conference - ICSC¡¦01 and The Second International Conference on Wavelet Analysis and its Applications - ICWAA¡¦2001. ICSC¡¦01 is the 6th of its series bearing a main theme of Active Media Technology.

 

Since ICC¡¦99 and all the previous ICSCs were not only technically very successful, but also financially sound with surpluses, the Chapter has used part of the surplus to sponsor many computer conferences held in Hong Kong and to provide financial support to the scholars from mainland universities to visit us and to give technical seminars in Hong Kong. For the past years, we had helped over 30 conferences either as a seed money provider or as a named sponsor to promote and publicize the event. In additional to sponsoring conferences, the chapter on the average will organize more than 10 technical seminars each year. This includes our IEEE Distinguished Visitor Programme seminars and public seminars with speeches delivered by well-known scholars and IEEE Fellows. To name a few of these distinguished speakers in the past few years, we have, Prof. Carl K. Chang, Prof. Samuel Chanson, Prof. Ming Syan Chen, Prof. Francis Chin, Prof. Roland Chin, Prof. Tharam Dillion, Prof. Kai Hwang, Prof. S.Y. Kung, Prof. Tosiyasu L. Kunii, Prof. San Murugesan, Prof. Sankar K. Pal, Prof. Lui Sha, Prof. Chang-Lin Tien, Prof. Benjamin Wah, Prof. Andrew K.C. Wong, and Prof. Lotif Zadeh.

 

Furthermore, our Chapter also organized and supported many other activities, such as workshops, short courses, tutorials, and student software project competition, ¡K etc.

 

Our Chapter has also paid much effort in protecting the interest of our members and in helping the IT professional development in Hong Kong. We have representatives in the Advisory Committee of the IT Legislator, Mr. Sin Chung Kai, to provide our professional advice on IT legislative matters and plays advisory role to the Hong Kong SAR Government on making IT policies. We also had meeting with Dr. Cheng Cheng Wen, CEO of the Provisional Hong Kong Science Park Co Ltd., discussing the IT development in Hong Kong. We also had a meeting with Prof. Vincent Shen, Science Advisor of the Innovation and Technology Commission, and expressed our opinions and concerns on the Innovation and Technology Fund and related issues.

 

One of our chapter¡¦s major achievements was the reception of the ¡§IEEE Outstanding Computer Society Chapter¡¨ in 1998. We thanked the executive committee members of 1998 for giving us this honor and we work hard to maintain this tradition. As a result, our chapter is well recognized in Hong Kong especially in the information technology sector. In 2001, we jointed forces with 11 IT organizations and organized the ¡§Smart HKID Card Forum¡¨ and the ¡§Seminar on Cyber Crime and New Laws¡¨. Representing our Chapter, our Chapter Chairman has been invited to attend many events such as the Legislative Council Consultation on Computer Related Crime, the Hong Kong Cyberport Seminar, the Spring Reception of the Chief Secretary of HK SAR Government, the annual dinners of sister societies like ACM-HK, and HKCS, and various important events organized by The University of Hong Kong, the City University of Hong Kong, and the Open University of Hong Kong. Our Chairman also represents our Chapter to join the IT National Day Celebration Banquet Chairman Group in organizing the banquet and serve as a steering committee member for the Hong Kong Software Industry Survey 2000 conducted by the Hong Kong Productivity Council.

 

Last but not least, the year 2000 & 2001 was highlighted by the visits of the IEEE Computer Society President - Dr. Guylaine Pollock, Prof. Benjamin Wah, Vice-President Prof. Carl Chang, the IEEE President - Dr. Bruce Eisenstein, and Dr. Ken Laker. We enjoyed very much the dinner reception with Dr. Ken Laker, and we are honored to participate in the IEEE Millennium Medal Presentation in which quite a number of our active members in IEEE as well as in IEEE CS received the Medal because of their significant contribution to the IEEE.
