Non-cognate rule No matter how similar two ideographs is in actual shape, non-cognate or semantically different glyphs shall be considered to have different abstract shapes. The following gives examples of characters with very similar glyphs, yet the characters are semantically different, thus considered having different abstract shapes because they are non-cognate. 'Ðç'(U+620C) and 'Êù'(U+620D) differ only in rotated strokes/dots (S.1.5 a). 'Ô»'(U+66F0) and 'ƒÐ'(U+5183) differ only in contact of strokes (S.1.5 c). 'ÓÚ'(U+4E8E) and '¸É'(U+5E72) differ only in folding back at the stroke termination (S.1.5 f). --- While I understand 'Ô»'(U+66F0) and 'ƒÐ'(U+5183) could be one of examples when they are used as a component, they are obviously different enough (at least, from view point of S.1.5 c) as a stand-alone ideograph. I would suggest you consider get it back to the original, or you might want to change the description how it would be an example against S.1.5.
