2.2.3: "Derived simplified characters from a dictionary as a source should not be used as the sole 
evidence of actual use unless the dictionary is from an IRG-accepted authoritative dictionary"

2.2.3: "The appearance of a character as a head entry in a dictionary is generally considered evidence of 
actual use if the dictionary is listed in Annex D or is otherwise accepted by IRG as an authoritative 
source"

D.2. Hanzi G sources: "GZH Zhonghua Zihai (????) < G_ZH >"

Based on the above, Zhonghua Zihai is listed in Annex D and so is considered an authoritative source, 
and it is therefore is an acceptable source for simplified characters. I am sure that the issue of Zhonghua 
Zihai as a source for WS2015 was already settled, although I cannot find a reference at present.
